Responsibilities

Position Summary

The Trade Compliance Program Manager will be responsible for all global trade compliance for PSA Airlines, including maintenance of CTPAT certification for the organization. This position requires continual review of supply chain shipments, international ferry flight paperwork for maintenance flights for Customs purposes, international business set-up and recognition with foreign government filing requirements, maintenance and monitoring duties/ tariffs for PSA, Customs broker relationship and invoice processing, Customs filings and audits, PSA Maintenance Base audits for CTPAT compliance, reporting to American Airlines procurement team for global trade compliance, proper HTS code identification, shipment customs clearance delays (including tariff requirements), proper transportation requirements for international shipments, training of internal supply chain personnel, written processes, documentation (forms) and procedures relating to international shipments, communication with international maintenance providers with respect to import/ export shipments, identification of best practice shipment procedures, interactions between international customs departments and PSA, training collaboration with PSA Training writers and team for recurrent LMS trade-related training modules, maintenance of intranet CTPAT information and forms.

This position reports directly to the Director of Strategic Sourcing. This role is responsible for ensuring all international shipments are properly cleared through Customs and PSA Airlines follows and complies with all US Customs and Trade compliance regulations. PSA must maintain a Tier 2 level certification with CTPAT (Customs Trade Partnership Against Terrorism) and collaborate with AA and Envoy in the maintenance process. Primary responsibility for support to the PSA Supply Chain team but must be available for any trade-related support required either internally or intracompany with AA and related affiliates.

Job Responsibilities

  • Manage and Maintain Tier 2 level CTPAT certification for PSA Airlines which involves interaction with the US Customs and Border Protection Supply Chain Security Specialist, updating the PSA CTPAT portal with any process updates or changes, collaborating with American Airlines corporate CTPAT team and any affiliates (ie. Envoy) to ensure the entire organization is in sync.
  • Manage and Set-up quarterly CTPAT Steering Board meetings with board members to ensure compliance with CTPAT certification.
  • Manage CTPAT Governance Document to ensure it remains up-to-date and available internally as wells as to the CBP SCSS.
  • Monitor, Approve and Follow-up on all CTPAT on-site audits for both PSA Maintenance Bases and the PSA Supply Base.
  • Manage and maintain all trade related documentation, including all CBP paperwork filings, electronic and hard copy, as required, for CBP submissions and audit purposes.
  • Manage all communication with US Customs and Border Protection relative to PSA trade requirements, including self-reporting of any security breaches as they may occur.
  • Monitor and Maintain all US and Foreign tariff implications for PSA Airlines, including a comprehensive knowledge of proper HTS codes for import/ export shipment paperwork.
  • Maintain accurate HTS codes in PSA ERP system, Maintenix.
  • Develop and maintain a reliable internal filing system for electronic and hard copy files to include Customs paperwork, Freight Forwarder invoices, Freight-related invoices, official POA documents, Surety Bond documents.
  • Manage all DHS, POA and Surety Bond documents to ensure they do not expire, bond values are sufficient for import/export requirements.
  • Develop, Manage, Write and Deliver International Shipment training to Supply Chain team, as required, update LMS recurrent training modules for CTPAT training requirements annually.
  • Provide support to all PSA Maintenance Base shipping department personnel for international shipment guidance, including assistance with shipments requiring additional information from US Customs.
  • Provide proper HTS code for PSA components shipping outside of the U.S.
  • Manage, Prepare and Maintain reports for international shipments for use in determining proper trade and budgetary requirements. Provide report findings to AA Global Trade Compliance and AA Procurement, as needed.
  • Prepare and Manage all Customs filing paperwork, including ferry flight requirements to international maintenance provider locations.
  • Manage and Maintain business authority/ recognition inside Mexico through Larios y Asociados as our POA agent in Mexico City. Including, but not limited to, working through SSO to maintain proper bank account fiduciary levels and ensure Larios submits proper MX gov’t tax filings, duty drawback refunds.
  • Manage the vetting of all new suppliers to PSA, including checks to Denied Party Listing, US gov’t site alerts, Money Laundering checks, Supplier DEI relevance, and any other AA or PSA Supply Chain requirements.
  • Responsible for the Company’s Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.
  • Performs other duties as assigned.

Position Specifics

Qualifications

Required
  • Bachelor’s Degree in Business or Supply Chain.
  • At least 5-10 years of related experience in a trade-related occupation or as a Licensed Customs Broker.
  • Strong understanding of U.S. HTS codes and IncoTerms.
  • At least 3-5 years of prior management, project management, or supervisory experience.
  • Advanced expertise in Microsoft Office Word and Excel.
  • Strong interpersonal skills with the ability to lead effective and productive teams.
  • Excellent oral and written communications skills to effectively communicate with all levels of management.
  • Ability to speak/read/write in English.
  • If hired, must be able to demonstrate that you are authorized to work in the U.S.
Preferred
  • Licensed Customs Broker or equivalent experience working directly with US Customs.
  • Comprehensive understanding of the commercial and regional aviation industry.

Additional Information

Supervisory Responsibility: This is not a supervisory position. 

Delegation: In absence, delegate responsibilities to Director of Strategic Sourcing.

Work Environment: This job operates in a professional office environment.  This role routinely uses standard office equipment such as computers, telephones, photocopiers, facsimile machines and filing cabinets.
