Responsibilities

Position Summary


The Supervisor of Quality Assurance is directly responsible for the PSA Quality Assurance program and to ensure the auditing and quality of Maintenance. This includes both (Internal and External maintenance), vendors and meeting the requirements of FAA 121.373 Continuing Analysis and Surveillance (CASS) program auditing functions. This position will interact with company leadership, vendors, FAA, IOSA Auditors and other Regulatory authorities.


Job Responsibilities

  • Supervise the overall Maintenance Quality Assurance Program.
  • Build and maintain a Risk Based Auditing program.
  • Update the content and currency of the QA Manual.
  • Supervise the QA program to ensure the organization is:
        o Complying with applicable regulations standards
        o Satisfying stated operational needs
        o Identifying areas requiring improvement
        o Identifying hazards to operations
        o Assessing the effectiveness of safety risk controls.
  • Responsible to review the monthly CASS Report and participate in the CASS Maintenance Standards Board meeting.
  • Partner with Maintenance organization in the facilitation of internal audits
  • Responsible to oversee the audits performed of maintenance and service providers to support PSA maintenance requirements.
  • Maintain all QA records in compliance with the regulation and the QA requirements. This includes an electronic database (Intelex).
  • Oversee the completion of all Quality Assurance (QA) audits to ensure the CASS program for monitoring the performance and effectiveness of the maintenance program is meeting requirements.
  • Conduct audits under the Quality Assurance program as needed.
  • Lead and direct the Quality Assurance Auditors.
  • Oversee all classroom and on the job training of the auditors to ensure effective auditing practices and procedures at PSA maintenance bases, fuelers, contract maintenance, and aircraft component repair agencies.
  • Ensure the auditors:
       o Have the knowledge, skills and work experience needed to effectively assess areas to the management system and operations that will be audited.
       o Maintain an appropriate level of current audit experience.
       o Complete initial and recurrent auditor training necessary to effectively conduct audits.
  • Responsible to comply with applicable company policies, procedures and Federal Aviation Regulations.
  • Develop and implement processes and procedures for auditing repair vendors to ensure components are repaired/overhauled in accordance with PSA Airlines requirements and Federal Regulations.
  • Responsible for the development and implementation of processes and procedure for auditing PSA Fueling to ensure compliance with the PSA Fueling Manual.
  • Responsible for the development and planning of audit schedules to ensure compliance with the PSA Continuing Analysis and Surveillance Program.
  • Responsible for the continuous development of audit checklists based upon CASS findings and assist in the development and implementation of processes and procedures for auditing PSA Airlines maintenance inspection programs to ensure complete and accurate documentation of audits.
  • Reviews and evaluates audits performed by the Quality Assurance Auditor.
  • Facilitate and Lead an annual QA Audit Planning Meeting to schedule audits, adjust audit frequency, risk rate audits and add new auditors.
  • Respond to special audit requests from senior management.
  • Review audit and evaluation results, recommendations, and responses.
  • Oversee the process of addressing findings from audits, which ensures identification of root cause, developing corrective actions and an evaluation of corrective actions to determine effectiveness.
  • Communicate and coordinate with system, process, and function owners to ensure that hazards identified during audits are mitigated.
  • Ensure follow-up audits or evaluations are completed as required.
  • Ensure compliance levels are accurately documented and reported.
  • Report unresolved instances of inadequate corrective action/responses to the Director of Safety.
  • Coordinate with the IEP program manager to ensure PSA auditing programs are standard and covering all areas of the company as required.
  • Communicate and coordinate with FAA, DOD, IATA and auditing organizations as required.
  • Responsible for the Company’s Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.


Position Specifics

Qualifications


Required

  • High School Diploma or equavalent
  • At least three years of experience a Part 121 aviation maintenance operation
  • Minimum of two years of Auditing experience
  • Must be able to read, write and speak English
  • Must be able to demonstrate authorization to work in the U.S.

 

Preferred

  • Valid and Current FAA Airframe and Powerplant certificate
  • Experience with IOSA
  • C.A.S.E Certification and Experience
  • College degree

Additional Information

Supervisory Responsibility: This is a supervisory position.
Delegation:
In absence, Assistant Director of Maintenance Safety will handle and re-assign tasks.
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, telephones, photocopiers, facsimile machines and filing cabinets.

While performing the duties of this job, the employee is regularly required to talk or hear. This is largely a sedentary role; however, the employee is frequently required to stand; walk; climb up and down stairs; lift weight up to 25 lbs; use hands to handle or feel; and reach with hands and arms.
