• Location: Dayton, OH
• Work Schedule / Shift: Monday-Friday 8:00AM-5:00PM with occasional extended periods of time as necessary to support airline operations. On-call 24 hours a day, seven days a week for extended periods as needed
• Reports To: Director of Safety
• Direct Reports: Maintenance Safety Program Manager who oversees 2 Maintenance Safety and Compliance positions, SMS Business Analyst, and 2 SMS Specialist 
• Relocation: Assistance available

Responsibilities

Position Summary

 

The Manager of Safety Management System (SMS) is responsible for the overall management of the PSA SMS.  This includes overseeing the advancement of the PSA SMS, responsible for Risk Assessments, Change Management and the policies/procedures established around the SMS. This position will create and oversee SMS training throughout the company.   


Job Responsibilities

  • Responsible for the Company’s Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs. 
  • Manage the PSA Safety Management System (SMS) covering all areas of the Company. 
  • Responsible to create, update and maintain the SMS policies, procedures and training for all company employees and all external vendors.
  • Responsible to ensure company compliance with applicable IATA, DOD, and FAA regulations regarding SMS.
  • Responsible to update and maintain the PSA Safety Policy and Procedures (SPPM) Manual.  
  • Facilitate the drafting, completion and finalization of all Safety Risk Management (SRM) assessments.
  • Oversee and conduct safety risk management on the following:
    • Implementation of a new system. 
    • Revision of existing system.
    • Development of operational procedures
  • Identification of hazards or ineffective risk controls through the safety assurance processes. 
  • Oversee safety technology projects as primary Product Owner.
  • Ensure all SMS documentation is input into the SMS database and maintained in accordance with regulations.
  • Conduct an annual review of the SMS to evaluate the performance of the system with all working groups. 
  • Monitors the effective implementation of policies, procedures, and programs through the Safety Assurance Process. 
  • Present Safety Assurance information to the SMS data analysis groups/standards board meetings. 
  • Lead and facilitate the SMS Data Analysis group and Standards Board meetings. 
  • Lead and facilitate the Company Standards Board (CSB) meetings.
  • Responsible for PSA Airlines’ safety promotion, training, and safety culture initiatives.
  • Primary company Subject Matter Expert (SME) in Root Cause Analysis, Just Culture, and Safety Risk Management.
  • Conduct and oversee the completion of comprehensive risk analysis, audits, observations, and works with management to develop mitigation strategies to address root causes.
  • Oversee the PSA Airlines Safety and Compliance investigation process.  
  • Acts as a Lead Investigator for safety investigations into moderate risk operational mishaps and company non-compliance events.
  • Performs Safety Investigator duties for safety investigations into severe risk operational mishaps, accidents, incidents, and company non-compliance events.
  • Lead, train and oversee the Maintenance Safety and Compliance Specialists.
  • Interfaces with Maintenance Leadership and Continuing Analysis and Surveillance System (CASS) personnel to ensure completion of investigations into Maintenance Notices of Non-Compliance (NNC).
  • Analyzes safety event data gathered to develop and improve safety programs and initiatives.
  • Oversee OSHA Management and tracking of employee on-the-job injuries (OJI).
  • Oversee all injury/illness, accident and incident reports.
  • Supports the company accident/incident and injury−reduction efforts by developing proactive and educational safety programs and by sharing safety data and trends to reduce the frequency and severity of mishaps.
  • Develops and distributes safety articles, alerts, and briefs to communicate critical safety information.
  • Prepare and distribute reports to federal, state and local safety authorities as required. 
  • Oversee the company safety committee meetings. 
  • Develop and issue relevant SMS communication throughout the company.  
  • Responsible for the SMS newsletter. 
  • Responsible to ensure completion of all SMS training for the entire company.
  • Assist the Director of Safety in the Emergency Response program. 
  • Participates and works as a Go Team Member in an event of an accident.
  • Interface with the FAA, union representatives and management employees regarding safety issues and the SMS. 
  • Responsible for the SMS portion of the International Air Transportation Association (IATA) Operational Safety Audit (IOSA) and the Department of Defense (DOD) audit.
  • Represents PSA at industry meetings and exchange industry safety information.
  • Responsible for the Company’s Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.

Qualifications

Qualifications


Required

  • Advanced technical degree in safety, engineering, or aviation related field or a closely related discipline 
  • Minimum of five (5) years in the airline industry 
  • Three (3) years safety program experience 
  • Accident investigation and/or safety program management experience 
  • Outstanding leadership and management skills 
  • Excellent writing and communication skills required. 
  • Proficient in the use of Microsoft Office software required.
  • Ability to speak/read/write in English.  
  • Must be able to demonstrate authorization to work in the US.

Preferred

  • Previous managerial experience.  
  • FAA Airman Certificate
  • IOSA Lead Quality Auditor certification
  • Certification in Root Cause Analysis (facilitator or team leader certification preferred)

Supervisory Responsibility:   This is a supervisory position 

Delegation: In absences, the Director of Safety will handle and re-assign tasks.
